| Abstract: PID : 2009/11/10 1.Objectives The proposed project development objective [PDO] is twofold: [i] improve environmental benefits of integrated solid waste management in Grodno through recovery and reuse of recyclable materials in line with good international standards; and [ii] strengthen national capacities to manage hazardous wastes specifically those associated with POPs. The GEF global objective is to reduce environmental and health risks, associated with the presence and release of POPs in the global and local environment. The project is in line with the priorities outlined in the Belarus Country Assistance Strategy [CAS] 2008-2011 [Report No. 40742-BY, dated November 7, 2007], and with the CAS Progress Report [CASPR], expected to be approved in November 2009. These strategic documents aim to support GoB’s agenda in the environment sector, service delivery, and efficient utilization of public services. The CAS also aims to support Belarus in its efforts to strengthen its environmental institutions and to comply with international commitments. In this regard, the proposed GEF financed POPs stockpile management activity under this project will strengthen the capacity of Belarus to meet its obligations under the Stockholm Convention on Persistent Organic Pollutants. The design of the Belarus CAS highlights the Bank’s support to the GoB’s efforts in increased environmental improvements within the context of the Bank’s evolving approaches to global public goods. The Bank aims to continue to support Belarus' efforts to strengthen its environment institutions, and to comply with its international commitments. 2.Description The proposed project will consist of 4 components that will cover investments targeting [I] the construction of a mechanical waste separation facility [MWSF] in Grodno; [II] improvements to SWM in Grodno including provision of equipment for the collection and separation of waste at source; [III] GEF funded POPs stockpile management, and [IV] project management. Details of project components are given below: Component I: Mechanical Waste Separation Facility in the City of Grodno. Funds will finance the construction of a 120,000 ton modern mechanical separation plant for household waste to recover recyclable materials. The objectives of this component are to: [a] reduce the amount of deposited waste; [b] recycle, extract and reuse valuable materials [polymers, scrap paper, metals, and other materials]; and [c] increase landfill service life. The component includes activities for the design and supervision; construction, procurement and installation of equipment; and support to start-up the operation of the plant, production of materials, and marketing thereof. The GoB has selected the landfill site for the construction of this facility. Component II: Waste Separation at Source Improvements: This component will be financed by the Government and will include a review of the current logistics for the collection of separated waste, and provide equipment for the collection of separated waste. Equipment will include trucks to replace about 10 fully depreciated trucks and 2500 containers to supplement Grodno’s program to increase coverage of collection of source separated material. An important part of this component is a public information and awareness raising campaign to inform the population about the importance of their participation to the success of the project. Public participation in recycling program has internationally been proven to have a direct impact on the success of any technical solution in this area. Component III: Persistent Organic Pollutants [POPs] Stockpile Management. The estimated cost of this component is US$26.7 million of which $5.5 million will be financed by a GEF Grant, and $20.6 million is financed from government and enterprise resources and the remainder from international sources. The objective of this component is to ensure environmentally sound management [SM] of POPs consistent with Belarus’s obligations under the Stockholm Convention and implementation of the priority actions under the NIP. The component will finance the following activities: [1]Risk reduction of POPs Stockpiles and Wastes - This sub-component aims to secure and provide ESM for the destruction of high-priority stockpiles of POPs [DDT and concentrated PCBs] and associated contaminated equipment, provide secure storage for lower risk stockpiles [contaminated soils, equipment and mixed OPs], support in planning infrastructure to manage future POPs generation, and initiate addressing POPs contaminated sites. [2]Technical Support for Capacity Development - This sub-component supports strengthening of the technical capacity required for implementation of the NIP and for the long-term sustainability of compliance with the Stockholm Convention. This sub-component will help further integrate POPs into established national environmental and health monitoring and into environmental information systems, and will help define a long term elimination program for unintended POPs release. This part of the component will also include public information and awareness raising activities. [3]Institutional and Regulatory Strengthening - This sub-component supports activities required to ensure that the management of POPs is fully covered within the overall national regulatory and legislative framework of solid waste management. A comprehensive legal and regulatory framework governing POPs and sustainable long term capacity to maintain and enforce the framework consistent with current and future Stockholm convention requirements will be established consistent with the emerging global framework associated with chemicals management. [4]Management of the POPs component. This component will finance staffing to ensure fiduciary and reporting requirements are adhered to. In addition to the staff provided at the MNREP to manage the component’s technical and operational issues, additional staff to ensure fiduciary and reporting requirements of the Bank are adhered to. Component IV: Project Management and other Support Activities: The estimated cost of this component to manage the SWM components is estimated at US$ 3.65 million of which the Bank will finance $0.65 for project audit, monitoring/evaluation, and training. The GoB will finance staffing, other official staffing support from the MHU and the Oblast, office space and operations and maintenance of the premises |
