IPC-CROSS: Programmes

The International Public Cooperation (IPC) Programmes aim to strengthen the relations between governmental bodies of The Netherlands and governmental organisations in the eligible countries. The bilateral cooperation programmes have several purposes: to assist the candidate member states in Central Europe in meeting the criteria for EU membership, to establish sustainable (working) relationships between governmental institutions in The Netherlands and in the recipient countries and to support the functioning of the market economy and the strengthening of an enabling environment for entrepreneurship.

NL EVD International co-ordinates the project identification and selection process for all programmes mentioned. Projects are carried out by Netherlands public and/or private parties.

Economic and environmental topics - Government-to-Government programme (G2G)
The G2G Programme is financed by the Dutch Ministry of Economic Affairs. G2G focuses on economic subjects which support the functioning of the market economy and the stimulation of an enabling environment for entrepreneurship. Project proposals generally address sectors such as agriculture, transport, finance and energy.

G2G also includes an environmental facility, which is financed by the Ministry of Housing, Spatial Planning and Environment. Projects under this facility are aimed at finding solutions for environmental issues.

Government-to-Government Programme Vietnam (G2G Vietnam)
G2G Vietnam supports the strengthening of an enabling environment for entrepreneurship in Vietnam and 'good governance'. G2G Vietnam focuses on the sectors Agriculture, Water Management, Private Sector Development and Health Care. Projects focus mainly on the transfer and exchange of knowledge and experience. Project execution is done by Netherlands public and/or private parties.

Non-economic topics - Matra Pre-accession and Matra-flex:
The Matra programme is financed by the Dutch Ministry of Foreign Affairs and focuses on non-economic topics such as Justice, Health and Education. The Matra Pre-accession Projects Programme (MPAP) is aimed at supporting governments of candidate countries with the requisite preparations for EU accession. In 2010 no new MPAP  and no new Matra-flex projects will be developed.

WSSD Agriculture - Vietnam
A budget has been earmarked for a limited number of projects in Vietnam in the field of agriculture, particularly in support of public-private partnerships in the sectors coffee, cocoa and fisheries. Projects are developed by NL EVD International in co-operation with the Netherlands Ministry of Agriculture, Nature and Food Quality and the Vietnamese Ministry of Agriculture and Rural Development. Project execution is done by Netherlands public and/or private parties. Only the Netherlands Ministry of Agriculture, Nature and Food Quality can apply for projects.

The Netherlands Management Training Programme (NMTP)

NMTP Vietnam
The Netherlands Management Training Programme (NMTP) Vietnam is a study and internship programme for Vietnamese managers and entrepreneurs. Prior to a four-week internship in the Netherlands, the Vietnamese managers receive a one-week intensive management training in Vietnam and two weeks training in the Netherlands, covering a variety of subjects. The managers receive training in subjects such as marketing and strategy, financial management, human resource management, and project management. The training also focuses on developing the participants’ interpersonal skills.
During the internship period the managers become accustomed to the Dutch way of doing business, and together with their Dutch host companies they can investigate possibilities for bilateral cooperation.

President's Programme Russia
The objective of the President's Programme is to enhance, and invest in, trade relations between the Netherlands and the Russian Federation through means of a management training and internship programme for Russian managers. Prior to a three week internship within a Dutch company, the managers receive an intensive management training, in which entrepreneurship and the stimulation of trade-relations between the Netherlands and Russia take centre stage.
The implementation of the President's Programme entails the facilitation and organisation of training sessions and internships for an estimate of 50 candidates annually.

NL EVD International also co-ordinates and facilitates the daily management of the National Contact Point for Twinning on behalf of the Netherlands Ministry of Foreign Affairs.
